Account types

Flexibility is one of the key components of an HRA, and your employer may offer you an HRA to meet specific needs.


  • HRA limited purpose account
    Covers dental care only, vision care only or both dental and vision services. A limited purpose HRA may be stacked with a flexible spending account or health savings account.
  • HRA post-deductible
    Covers services only after the PPO deductible is met. A post-deducible HRA may be stacked with an FSA or HSA.
  • HRA special purpose account
    Covers dental care only, vision care only or both dental and vision services until the deductible is met, and then covers all services. A special purpose HRA may be stacked with an FSA or HSA.
  • HRA retirement only
    Accumulates HRA funds for use when you are eligible for retirement. This option may also serve as a retirement benefit plan. Your employer can allocate funds to the HRA or you can roll money over from another HRA into this account.

Stacked accounts

Your employer may offer an HRA with an FSA or HSA to provide the benefits of both. Some considerations to keep in mind:


  • The HRA pays first, unless your plan specifies that the FSA will pay first.
  • If the HRA features a yearly rollover, your employer may specify that the HRA pay first to reduce the amount of accumulation. However, having the FSA pay first is also possible, since unused FSA money does not carry over.
  • The employer specifies the order in which HRAs and FSAs reimburse employees (either HRA first, then FSA; or FSA, then HRA). Reimbursements from an HSA always occur last.
  • A single debit card provides access to funds in all of your accounts.
